Click the Input tab and then plugin your external USB microphone to your computer.

Open your iMovie project.

Click the Microphone icon to open the Voiceover control panel. (first image)

Click the Record From drop down arrow to select your USB microphone. (second image)

Click on a clip where you want the voiceover to begin. The clip will be highlighted red and the word Recording will appear. Last, click on the clip to stop the recording. (third image)

Your voiceover will appear under the clip in purple.

Click on the white gear next to your voiceover clip to adjust the audio settings. (Optional)
